Is there a reason the game looks so fuzzy/unclear????

It's like there's this constant very slight grainy filter over my screen and it's driving me nuts. Nothing is clear at all. Is this just a insanely poor implementation of dlss? It feels like im playing 1080p and im on a 4k monitor. Ive tried all the dlss settings but they all look off
