Strange low beam problem

2011 Jeep Wrangler Unlimited Sport 4WD option, manual. About a month ago the low beams stopped working, then came back on and went out entirely. I’ve ruled out the bulbs themselves, multifunction switch, etc. all of the basic causes. There is no voltage in the low beam pin on the pigtail that plugs into lights themselves on both sides, but the high beams do work and those have 12V on that pin on both sides. I’m thinking either there is a wiring issue or it’s a problem with the TIPM. Does anyone have any ideas or advice?
