Are most methods of Exterminatus designed to keep a world relatively intact?

If I remember correctly, in various video games such as Dawn of War II: Retribution, subjecting a world to exterminatus tends to kill off everything in it's surface and leave behind a dead world. Is that a feature of most Exterminatus methods (save for the two-stage cyclonic torpedo) since well, by keeping a planet relatively intact (aka everything on it is gone), you could actually reuse the world by either re-terraforming the world or just converting it into a mining outpost.
